Village of East Palestine to Restore Historic Freight Depot with Support from Opportunity Appalachia and Landmark SGA

EAST PALESTINE, OHIO – August 22, 2024 – The Village of East Palestine is proud to announce the selection of the East Palestine Historic Train Depot Redevelopment project by Opportunity Appalachia, a program aimed at fostering job growth, business support, and investment in Central Appalachia. This project, among 29 high-impact initiatives selected, aims to revitalize the historic freight depot near the northwest corner of Taggart and N. Market Streets, contributing to the community’s economic and cultural resurgence.

Grant and Funding Details
Through the Opportunity Appalachia program, the Village of East Palestine and the East Palestine Community Improvement Corporation (EPCIC), a non-profit organization that supports the Village’s economic development efforts, have secured approximately $50,000 in technical assistance services to aid in the redevelopment of the historic depot. The Village will not receive these funds directly but will benefit from the professional services of architects and consultants. These experts will develop concepts and cost estimates for the interior renovation of the depot and may also conduct a market study or create a business plan for its end use.

Project Overview
The East Palestine Historic Freight Depot, originally built in 1905, underwent a significant exterior transformation, funded by Norfolk Southern Corporation (NS). NS will transfer ownership of the depot building to the Village following restoration of the building’s exterior for a nominal fee of $1. NS will retain ownership of the land underneath, which will be leased to the Village.

A Strategic Partnership with Landmark SGA, LLC
With funding from Opportunity Appalachia, the Village CIC has retained Landmarks SGA, LLC (Landmarks), a leading firm specializing in the adaptive reuse of historic structures, as its partner. Alongside its affiliate Stromberg/Garrigan & Associates (SGA) and a team of environmental and economic development experts, Landmark SGA will oversee the depot’s redesign for its future transformation. This team’s extensive experience in revitalizing historic sites, particularly those on brownfields, ensures a thoughtful and efficient approach to this redevelopment.

Jessica Stuck, Project Manager at Landmark SGA, will lead the day-to-day operations, coordinating with the East Palestine Community Improvement Corporation (EPCIC) and all sub- consultants. The expertise of Landmark SGA, combined with the financial backing of Norfolk Southern Corporation (NS) and the Village’s strategic oversight, positions this project for success.

Structural Assessment
The depot needs interior renovations, as it presents an opportunity to install modern, functional electricity, plumbing, and HVAC systems. To address these updates, NS has committed to providing a $100,000 grant for interior improvements, though this amount may not cover all renovation costs.

Community and Technical Assistance
EPCIC will manage the redevelopment and reuse of the depot, aiming to maximize community and economic benefits. Opportunity Appalachia will provide technical assistance to support the development and financing of this project.

Redevelopment and Community Impact
The EPCIC hopes to lease all or part of the building to one or more businesses. Factors in tenant selection will focus on:

  • Job Creation: Generating employment opportunities within the Village.
  • Economic Boost: Encouraging residents and visitors to spend locally, thus supporting local businesses.
  • Increased Traffic: Bringing additional shopper traffic to the area, which will benefit other businesses.
  • Long-term Tenants: Securing tenants capable of contributing to further improvements and/or paying rent.
  • Community Use: Having space available to the citizens of East Palestine as a congregation point or for events.

Request for Proposals (RFP)
The EPCIC, with the Village’s support, will issue a Request for Proposals (RFP) seeking viable business plans from existing businesses, organizations, or entrepreneurs. The RFP will be advertised on the village website, newsletter, and social media for approximately 30 days through September 15, 2024. Proposals will be evaluated based on their viability, job creation potential, economic benefits, and long-term sustainability.

Interested parties are invited to submit their proposals – including a summary of their plans for the space, anticipated job creation, and how their business will benefit the community – using the online form located at epohio.org/historic-freight-depot. Proposals can also be printed and mailed to the EPCIC at 85 N. Market St., East Palestine, OH, 44413, or scanned and emailed to info@eastpalestine-oh.gov. The EPCIC would like to direct the efforts of the architects and Landmarks SGA based on tenant interest.

Investor Pitch in Spring
Next spring, the Village will have the opportunity to pitch the depot project to outside investors and funders, many of whom have social missions aligned with community recovery and development. This pitch will not only highlight the depot’s potential but also the broader recovery plan for East Palestine. A compelling story and a well-developed plan could attract additional benefits and investments to support the village’s recovery and growth.
